I communicated to-day to the Board of Foreign Affairs the substance of your telegram No. 180 of the 24th ultimo. The Ministers desired me to assure you that the sympathetic attitude of His Majesty's Government is deeply appreciated; they stated that the only subject in view was the eradication of an evil which was causing the nation's physical deterioration, and reiterated the declaration that no discrimination was intended against foreign opium. They promised to communicate to His Majesty's Government the Regulations, which had been drawn up, and were now being subjected to final consideration.
They were quite frank in adding that the Chinese Government have an extremely difficult task before them, especially in the matter of the native drug, which is so extensively cultivated.
